Karen Sierra, began her speech at the conference by highlighting her representation at GLI, a certification laboratory authorised by MINSETUR, and her organisation's role in the gaming industry. She explained that GLI is in charge of testing and auditing to ensure technical compliance of operators. In addition, they work closely with governments in the development of gaming legislation, regulations and audits. He clarified that, although they are not operators, their work encompasses much more than just technical certifications, underlining the importance of their work in the integrity and sustainability of the sector.

GLI Standards: "One of the things we do is write standards that are public and transparent and are on our website. The standards are basically the technical requirements for the different gaming verticals that exist in the industry and they are called the GLI standards. As you see here, there are different types of standards for what is the operation of online gaming and sports betting. It is the GLI-1933. Peruvian regulation and Peruvian technical standards are based on those standards. 

Sustainable Gambling: "I was asked to talk about sustainable gambling in this case. And well, when we talk about sustainable gambling we are obviously talking about what it means to seek a balance between regulation and giving the industry the tools to be successful over time. There are several aspects to this, but today I would like to focus on the three points that the director of the Peruvian regulator, Yuri Guerra, talked about in another conference here. They are the three pillars, the three reasons why they regulated: prevention of money laundering, responsible gambling and prevention of fraud. So the presentation is aimed at these points that he mentioned."

Sports Integrity and Sports Betting: "I'm going to start by talking about sports integrity and sports betting. I want to start by clarifying that the operators are not the culprits, as most people who do not understand this industry believe; but in reality it is the operators who are the victims of what is match-fixing and what are these criminal networks that operate at an international level. Because this is a problem that is not a problem of a specific country, but a problem that transcends borders".

Success Story in Spain: "To illustrate what he said previously, I will take as an example the last success story that the government of Spain had this year. It is called the Mursal operation, where the government collaborated, which was the General Directorate of Gambling Regulation. Through the data they receive from the operators and the constant analysis they make of all this data, they alerted CEPIDE, which is the National Police Centre for the Integrity of Sport in Spain, which is part of the National Gambling Police of Spain, where they were alerted to some bets that seemed to be abnormal, according to the patterns that are usually seen, on a tennis match in Brazil, for bets received by a Spanish operator. Basically, this investigation together with Europol resulted in the conviction of the two leaders of this criminal network. Moreover, it involved not only bettors and sportsmen but also tipsters."

Fraud Prevention: "From the point of view of fraud prevention and for the effect of the integrity of sport, the issue of player identification is very important. In the case of online gambling, sports betting here in Peru cannot be anonymous. All players have to be registered. In this case, the regulation must also establish requirements so that this identification is as real and accurate as possible. I bring as an example the case of the City of Buenos Aires where the regulation says that the operator must communicate with the civil registry to confirm the identity of the persons. A lawyer told me that he has been trying to connect with the civil registry for six months now. So this means that sometimes the regulation is not what you expect. But we have to work on that.

Tools and Technology in Fraud Prevention: "Identity assessment continues during the gaming session, and here we go beyond regulation. Because regulation will ultimately provide the minimum that the operator must comply with and that the industry must comply with in order to maintain the integrity of the game. In the case of the online gaming industry that works based on technology, you can imagine that it is just like in banks, where we have to make sure that there is no fraud and in that case we have to look at other tools outside of regulation to protect the operations. 
At GLI we have a cybersecurity arm. And it is with them that we sometimes work with some operators, establishing best practice procedures. A clear example is the digital footprint. This is the footprint that we leave in our communications. It happens that when we use the internet, when we use our computers, we leave certain patterns that identify us as users. 
For example IP address, email, operating system version, browser version; but also the movements we make with the mouse, how we do it, the keyboard typing patterns, how we use the keyboard, the level of sophistication, of not detecting that there is something that can give the idea that it is not the person, that it is not really the owner of the account. It goes to that level.

Player Protection and Responsible Gambling: "In terms of technical regulation as well, and this includes Peruvian regulation, there is an obligation to register a series of data and that these data are also reported to the regulator. The data goes to the minimum detail of the entire gambling operation. It goes for each bet that is placed: the date, the time, the amount of money, the time for each sporting event, how many bets are placed on that event and the player's account. The latter is essential for the integrity of the sport. You know absolutely all the movements that the players have had: deposit, amount of money, time spent playing. This not only helps the integrity of the sport, but also helps in the prevention of harm and responsible gambling.

The Importance of Artificial Intelligence in the Gaming Industry: The issue of artificial intelligence, I insist, is very important for data analysis.  I wanted to bring a couple of examples, we are not only talking about artificial intelligence that the operator or software must have to be able to analyse, but there are already organisations in the industry dedicated to data monitoring. From the point of view of Associations we can mention these two: IBIA International Integrity Betting Association, which is an association that accepts members who can be operators, data providers, all those who want to participate to share alerts or share information.  And in the case of ULIS (in the original United Lotteries for Integrity in Sports) which is the World Lottery Association, WLA (in its original World Lottery Association), which has an association with the same objective of sports federations. I always like to talk about the league and the efforts they make to monitor betting and to create agreements, not only with gambling operators but also with regulators, and they have developed their own Artificial Intelligence software: La Liga TIC 3.0. It's the one they use to analyse data not only from Spanish matches, from the league, but they also monitor other matches like CONCACAF AND all the matches from countries in Latin America.

What are the challenges we face with Integrity in Sport?, asked Karen Sierra, which she herself answered it as follows:  Well, basically in our countries it is the lack of regulation. There are few gambling regulations that specifically point out requirements aimed at preventing it or protecting the operator in that sense. Match-fixing in most countries is not criminalised. I think Brazil is the exception, isn't it? I insist: our industry is based on technology and the worst thing is the lack of knowledge that exists, the ignorance that exists, both at the level of the police and the judicial bodies, of how it works in this industry. So all this evidence that we try to bring that is based on technology, that the operator often uses, is not valued correctly. And well, mistrust, right? In many of our countries there is still a great distrust between the government and the private sector. And what this means is that we do not achieve what is being done here in Peru and what engineer San Román did: an open-door policy so that there would be communication between the operator and the regulator. Because without collaboration, these crimes cannot be dismantled.

Conclusion: Karen Sierra concluded her talk by highlighting the importance of close collaboration between regulators and operators to ensure the integrity and sustainability of the gambling industry. "Without collaboration, these crimes cannot be dismantled. The fight against illegal gambling must be a priority and for this we need a coordinated and technology-based approach."
